As a social responsible company they searched in the internet and found us, the Peruvian NGO Unidad 4x4 de Ayuda and learned about the humanitarian aid operations done by our volunteers when emergencies and disasters happen in our country and about the communication difficulties we have faced during the operations.

Then INRICO decided to support us by generously donating 15 units of the high quality PoC radios they make. After the long process of shipping, customs clearance finally the radios arrived. Now we are in the process of strategically distribute them to our volunteers based in different locations to have the team always ready to get into action when needed.

A call for help was received via Whatsapp from a vehicle stuck in the sand in Laguna Moron zone, around Pisco, Ica, Peru.

Inmediately begun the search for U4x4A volunteers available in the zone.

David C. Ferrari was close to the place and ready for the rescue.

The rescue operation was completed successfully.

HUMANITARIAN CRISIS IN LLACALLACA 
Santo Domingo de los Olleros, 
Huarochirí, Perú.

The crisis begins.
On March 12th 2018, a humanitarian crisis situation begins derived from an old conflict for the ownership of land in Santo Domingo de los Olleros district, Huarochirí province, Lima region, Peru.

The communities involved in the conflict are Llanac, its main town is San Pedro de Huallanchi, and Matara, its main town is also called Matara.

In this area exists since 114 years ago a little rural village called Llacallaca inhabitated by people from Matara.

The legal trial for the land started 30 years ago, the people from Huallanchi claim the ownership of the land occupied by the Matara people

There is an especial interest on this land because the water source laying underground. In this dry and arid valley water is a highly valued resource.

Finally on March 12th 2018 a judge ordered the people from Llacallaca to leave the place, this means the exile of 51 families that have been living here during 114 years. They made a living here, houses, farmland, etc.

The comand from the judge was executed with support from the police, a big number of policemen, cavalry and heavy duty machinery displaced with violence the people from Llacallaca, they distroyed and burned the humble houses. Moreover, started the removal, destruction and killing of the plantations of tuna (cactus fruit), fruit trees and other crops that were the source of living of the Llacallaca people.

Besides this may be or not a fair legal process the result is a Humanitarian Crisis situation, the exiled people suddenly found themselves homeless and without any source for living and no means to survive, no food, no home, no nothing...

The drama for the children is another critical situation as the little school of Llacallaca was destroyed as well and the children have not school now. The emotional impact on the children was terrible, they are very scared, terrifies and traumatized as they witnessed how their homes were destroyed and burned... the children have runned away to the hills and are disconsolate crying and don't want to come back -said a woman from Llacallaca.

Response.
The Sto. Domingo de los Olleros major provided emergency support to the affected people by giving them Defensa Civil tents and some food supplies, however the Huallanchi people attacked again and burned the tents leaving the Llacallaca people without shelter and forced to sleep outdoor among the rocks in the hills and on the road because they are not allowed to stay in the land Huallanchi claims as theirs.

Also the major has started actions and paperwork in the government agencies that may intervein and help. All with no response to the moment.

CALL FOR HUMANITARIAN AID

The Sto. Domingo de los Olleros major sent a help request to Unidad 4x4 de Ayuda.

Sto. Domingo de los Olleros and other eight towns in the zone, included Huallanchi and Matara, were assisted by our organization of volunteers by carrying donations and humanitarian aid goods during the months of natural disasters caused by El Niño Costero 2017, intense rains causing mudslides and floodings severely affected these towns. We deployed 52 4x4 trucks of volunteers and 27 tons of humanitarian aid were distributed to the affected people.

We, the volunteers of U4x4A are informed of this situation and asume a neutral position, besides if this is a legal and fair process or not, our main interest and focus is to bring humanitarian aid to the affected people suffering this crisis.

RESCUE IN THE ANDES

Summary.
On Feb 27th 2018 a message posted on a Facebook group called PanAmerican Travelers Association (PAT) fired a search and rescue operation in which Unidad 4x4 de Ayuda got involved and remotely participated providing key communication support that made possible to activate the SAR operation. 

After 3 days of active and intense communications using our Barrett 2050 HF base radio station, telephone and interactions on the internet, the couple reported lost and stuck with their car in the mud in a remote location in the Andes were finally found and rescued.

The end of this year and the begining of the next year will be very active in the Ica Region, south of Lima, because of the New Year extra-long weekend and the Dakar 2018 rally event.

Lots of people and vehicles -especially 4x4s are expected to arrive in the area. There are high possibilities of incidents to happen: stuck cars, accidents, people lost in the desert, etc, etc.

Communications is going to be a key factor during these circumstances. Cellular and internet access service is not available in the desert. 

Unidad 4x4 de Ayuda will deploy its mobile radio-communication unit in the area to provide support if needed.
The unit is equipped with an advanced HF multiband radio and antenna, VHF radio, GPS navigator and SPOT satellite tracker-messenger.

Also the protection of archaeological rests and ancient GEOGLYPHS existing in the Ica desert is a matter of our concern.  Damages to the geoglyphs have occured in the past versions of the Dakar rally because 4x4 fans and off roaders don't now the location of the geoglyphs.  

We have posted in the internet a MAP and a list with GEOGRAPHIC POSITION DATA of the geoglyphs. We believe by making this information public would prevent and help to reduce the risk of the pass of unaware off roaders with their 4x4s over the geoglyphs causing non reversible damages. 

Generally the geoglyphs are not easy visible from the ground level, most of them are very big and long geometric figures and lines, just few are figures of animals, plants or humans like the Nasca Lines. No signs or adverts exist in the desert to inform people about the location of the geoglyphs.

4x4 SUPPORT OPERATION has been planned in the area during the described events days

The opportunity is great to do what we love to do: 4x4 driving, Off Road, to watch the Dakar, 4x4 rescue and a nice end of the year trip with the family and/or friends, etc.Participation is open, it is enough to register and confirm you are in the zone and available for help in case of need.

The ones going to Ica region on those days and going to be available to participate please confirm and register to coordinate dates, places and contact information in case a call for help is launched if needed.

-When disasters happen

The last disasters happened in:

Peru:  Coastal El Niño January - April 2017. Intense rains, mudslides and floodings
Mexico:  Big earthquakes September 2017
USA, Caribean islands, Mexico: 2017 Severe Hurricanes Season

Turned to be challenging for the emergency communications. For each case we have adopted and adapted the resources available to face the need to support the flow of key information to facilitate the access of assistance to the people in need of help.

During the Coastal El Niño between January - April 2017 in Peru, intense rains, mudslides and floodings affected severely almost the whole country. The size of the disaster overwhelmed the response capacity of the Peruvian government. The magnitude of the damages and number of people affected trigered an unexpected aid and social solidarity outburst.

Unidad 4x4 de Ayuda supported the response efforts in the following way:

1. Monitoring, search and investigation of the communications about disaster events happening in remote, distant, isolated locations where emergency response units were not available.
2. Identification of the affected locations on the maps 
3. Verification of the disaster and rsulting affected people by information crossing from different sources: remote radio-communication stations HF and via Echolink -if available, internet, TV, news, local radio broadcast, etc.
4. Depending on the location and situation the protocol followed was:
 a. In case of far locations beyond our reach, we relay the information to the regional or national Emergency Operations Center
 b. In case of location within our reach, we organized humanitarian aid operations with our volunteers.

During and after Hurricane Harvey in USA, we were monitoring the emergency communication via HF radio and Echolink and offered translation support for translation english to spanish of the information released from the NHC for the spanish speaking community living in the affected area.

During and after Mexico Earthquakewe are monitoring the emergency communication via HF radio and Echolink for relay of messages between Mexico and Peru as needed. Also via Zello network app on smartphone.

During and after Hurricane Maria in Puerto Rico we are trying monitor the emergency communication via HF radio, however due the massive destruction caused by the storm no communication antennas has been left, silence in the radio frequencies confirm this. Echolink is not working neither. Zello network app on smartphone is working, some internet service has been repaired. We are monitoring the Zello channel for relay of messages between Puerto Rico and Peru as needed. Last reports say 85% of the country has no communication means
